You need COVID19 negative test results prior to departing to Hawaii and 72 hrs prior to coming home.  Kauai enforces a 14 day quarantine UNLESS you come from another island. So, split your say with Honolulu first for 3-nights then pass GO getting a test on Oahu then off you go to Kauai!
